Legislation
The EU is committed to increasing the re-use, recovery
and recycling rates of electrical and electronic equipment
as well as reducing the amount of hazardous materials
that they contain. This will be achieved through three
legislation proposals.
1. Directive on Waste Electrical and Electronic
Equipment (WEEE)
This proposal was passed on 18th Dec. 2002 which will
lead to the implementation of the Directives into Member
States' domestic law in Sept 2004 with obligations beginning
September 2005.
The main objectives are
-
The prevention of waste electrical and electronic
equipment
-
Increase re-use, recycling and other forms of recovery
-
Improve the environmental performance of all operators
involved in the life cycle of equipment
-
Set targets for collection, recycling and recovery.
2. Directive on the Restriction of the Use of Certain
Hazardous Substances in Electrical and Electronic
Equipment
This proposal was passed on the 18th Dec. 2002 which
will lead to the implementation of the Directive into
Member States' domestic law in Sept 2004 with obligations
beginning September 2005.
The main objectives are
3. Proposal for an Electrical and Electronic Equipment
Directive (EEE)
The aim of the intended initiative is to reduce the
impacts on the environment associated with the production,
use and disposal of electrical and electronic equipment.

Industry Council for Electronic Equipment Recycling
(ICER) a non-profit making organisation drawing
together manufacturers, retailers/distributors, material
suppliers, waste management companies, recyclers and
local authorities to work together on solutions for
WEEE. ICER has produced a handbook for producers of
electronic and electrical equipment Design
for Recycling Guidelines and also provides a Directory
of Recyclers giving details of the services offered
and a contact for each organisation.
