The HFA replaces the HCLA scheme (under which farm
incomes continued to decline) and is designed to preserve
the farmed upland environment and ensure continued agricultural
land use by compensating hill farmers for the difficulties
of farming in less favoured areas.
The HFA provides area opposed to headage payments.
All eligible claimants receive a basic area payment
based on land classification and the size of the holding
along with additional top-up payments of either 10 or
20% to claimants meeting certain environmental criteria.
The allowance is only available to suckler cow and
/ or sheep producers who farm at least 10 ha of eligible
forage in the less favoured areas. Submitting an IACS
Area Aid Application automatically registers intention
to claim HFA. Additional supporting information will
be taken form producers' Sheep Annual Premium Scheme
and / or Suckler Cow Premium Scheme claims.
